This framework document was developed by the Health Service Executive (HSE)Tobacco Control Framework project group guided by a national steering group in orderto inform HSE policy and provide a coherent HSE approach to tobacco use in Ireland. Indeveloping the Tobacco Control Framework a population health approach has beenconsidered as outlined in the HSE’s Population Health Strategy.

The aim of the Forum is to provide recognition for the long time efforts and strong commitment of health care services on tobacco control.The experiences provided by Forum members will serve to inspire health care services interested in implementing the ENSH concept. It will also provide practical assistance to networks were tobacco legislation is weak and be a rich source of best practice models in a variety of settings.

The Joint Commision has released its long-awaited tobacco measure set. The new certification measures will require participating hospitals to screen all inpatients for tobacco, provide counseling and pharmacologic treatment to tobacco users, and provide limited follow-up after discharge. This measure set is currently being incorporated into the Joint Commission/CMS specifications manual for national hospital inpatient quality measures.
